Two Organizations Support World Heritage 〜世界遺産を支える2つの組織〜

   Two organizations are primarily involved in the World Heritage regime -  the International Council on Monuments and Sites (ICOMOS) and the United Nations Educational, Scientific and Cultural Organization (UNESCO).

 

 世界遺産には、大きく2つの組織が関与している。イコモス(International Council on Monuments and Sites)=国際記念物遺跡会議)と、ユネスコである。

 

 ICOMOS addresses itself to protecting and conserving the World Heritage sites, and judges the registration of candidate heritage sites as an advisory body to UNESCO.  Founded in 1965, it had 133 member countries as of the end of 2010.

 

 イコモスの活動内容は、世界遺産の保護・保存であり、ユネスコの諮問機関として、世界遺産登録の審査も行っている。1965年に設立され、2010年12月末現在、133カ国が参加している。

 

 The inception of ICOMOS has much to do with the International Charter for the Conservation and Restoration of Monuments and Sites (the so-called Venice Charter). It was adopted in 1964 after the concept of preserving historical monuments was floated at UNESCO in 1961. The spirit of this charter was carried on into the World Heritage Convention which was adopted in 1972. It remains the basic spirit of ICOMOS even today.

 

 イコモス設立の背景には、「ヴェニス憲章」という国際憲章が深く関係している。記念物保存の考えが1961年にユネスコで浮上したことを受け、「記念建造物および遺跡の保全と修復のための国際憲章」(通称:ヴェニス憲章)が採択された。憲章の精神は世界遺産条約に受け継がれ、現在もイコモスの基本精神を表している。

 We university students can become an ICOMOS member. If you are recommended by an incumbent member and pay an annual membership fee (2,000 yen), you can become a student member. Before the rule was eased in March, 2013, you had to be recommended by two members and pay 10,000 in annual membership fee. The membership allows you to participate in symposiums and various other ICOMOS events.  You may be able to get associated with the World Heritage sites in some form or other.

 

 我々大学生もイコモスの一員になることができる。既にイコモスの会員となっている人1名からの推薦を受け、会費(年間2000円)を納めれば、イコモスの「学生会員」となることができる。今年4月に改定されたもので、それまでは会員2名の推薦と年会費1万円が必要であった。入会の条件が大学生について緩和されたのだ。入会後は世界遺産についてのさまざまな研究会へ参加でき、何らかの形で世界遺産に携わることができるかもしれない。
