What Is the World Heritage? 〜世界遺産とは〜

   The world heritage is chosen by the United Nations Educational, Scientific and Cultural Organization (UNESCO) based on the provisions of the Convention Concerning the Protection of the World Cultural and Natural Heritage, which was adopted at a UNESCO meeting in 1972. A country that signed and ratified the treaty produces a list of heritage sites for registration. Out of the candidate sites, one recognized to be irreplaceable and valuable for not only the country but all humanity is put on record as the world heritage.

 

 世界遺産は、ユネスコ(国連教育文化機関、UNESCO)が1972年の総会で採択した「世界の文化遺産及び自然遺産の保護に関する条約」(世界遺産条約)に基づき選定されている。条約締結国は登録候補リストを提出し、その中から、1国にとどまらず人類全体にとって貴重でかけがえのない財産(世界遺産条約履行のための作業方針)として認められたものが、世界遺産として登録される。

 

 The world heritages are broadly classified into three categories, cultural heritage, natural heritage and mixed heritage. As the heritages are limited to the property, paintings, calligraphic works, pottery, jewelry and the like are not eligible for registration.

 

 公式の分類では「文化遺産」「自然遺産」「複合遺産」の3つに大別される。また、不動産に限定されるため、書画、陶磁器、宝飾品などは対象外である。

 The history of the world heritage began in Egypt during the latter half of the 1950s. Gamal Abdel Nasser was in control of the country from the late 50s to the early 70s. He led a revolution against the country's monarchy in 1952 and succeeded in 1956 in nationalizing the Suez Canal that had been controlled by the UK. In later years, Nasser who was president until his death in 1970 carried out the long-pending construction of the Aswan High Dam on the Nile to impress the rest of the world with progress in his country's modernization.

 

 世界遺産の歴史は1950年代後期、エジプトから始まった。50年代末から70年代初めまでエジプトの実権を握っていたのは、有名なナセル(Gamal Abdal Nasser)である。彼は、当時イギリスによって管理されていたエジプトで革命を起こし、スエズ運河の国有化に成功。さらにエジプトの近代化を対外的に知らしめるために、長年計画されていたアスワン・ハイ・ダムの建設を実行に移した。

 

 According to the initial plan, the Nabian Monuments including the famed Abu Simbel temples were to be submerged when the dam was completed. An alerted UNESCO launched a campaign appealing to the world for financial assistance to save the Nabian Monuments from the rising waters of the Nile. The campaign proved successful. It drew monetary donations totaling about a billion dollars from 60 countries across the world. The historical monuments were saved from submergence as they were relocated to a higher place.

 

 当初の計画によると、このダムの建設によって、アブ・シンベル神殿をはじめとするヌビア遺跡が水没することになっていた。これに危機感を抱いたユネスコは「水没遺跡救済キャンペーン」を開始し、ヌビア遺跡の保護を世界に求めた。すると、世界60カ国から約10億ドルもの援助金が集まり、遺跡を水面上に移動することで水没から守ることができたのだ。

 

 With this as a turning point, the World Heritage Convention was adopted at the UNESCO meeting in 1972. The action was aimed to protect the ruins with historical value from economic and industrial development. The following year, the United States became the first country to sign and ratify the convention. The treaty came into effect in 1975 when it was ratified by 20 countries. Then, at the second meeting of the UNESCO World Heritage Committee in 1978, a total of 12 sites including Yellowstone National Park (U.S.) and the Galapagos Islands (Ecuador) were inscribed for the first time on the world heritage list.

 

 これが契機となり、開発から歴史的価値のある遺跡を世界レベルで守るため、前述のように72年に世界遺産条約がユネスコ総会で採択された。翌年米国が最初に批准・締結、75年には20カ国が締結、同年世界遺産条約は正式に発効した。そして78年の第2回ユネスコ世界遺産委員会で、イエローストーン国立公園(米)やガラパゴス諸島(エクアドル)をはじめとする12件が、第1号の世界遺産リスト登録を果たした。

 

 Japan ratified the convention on June 30, 1992. Being the 125th signatory, it was the last country to do so among the developed countries. Japan's slow action was attributed at the time to a delay in the completion of necessary legislative and administrative preparations. The long drawn-out UNESCO debate concerning contributions to the World Heritage Fund was cited as another reason.

 

 日本は、先進国では最後の92年に批准し、同年6月30日に125番目の締約国となっている。日本の加盟が他国に比べ遅かった理由は、国内での体勢が未整備だったためとされるが、世界遺産基金の分担金拠出などに関する議論が決着しなかったためともいわれている。
