Hakumon Herald was founded in November 1965 by volunteers of the English Speaking Society (ESS) as Chuo University’s first student English newspaper. As the journal kept growing, the English Newspaper Association was created as an independent entity to take over its publication. For various reasons, however, the association turned dormant after putting out the 149th edition in November 1977. The publication itself came to a halt. The university’s “Alumni Association” (Gakuyukai), which administers and subsidizes all student extracurricular activities, declared the association “disbanded” in September 2001 after it had failed to submit its mandatory annual activity report.

When its old members decided to produce a DVD incorporating all Hakumon Herald editions, four of them visited Gakuyukai in April 2010 to investigate how the association came to be disbanded. Shuichi Yamamoto, Tetsuro Takahashi, Kozo Kashiwazaki and Takashi Hoshino found that the final action came after the following procedures had been taken.

April 1, 1977: Hakumon Herald issues the 148th edition November 1, 1977: The 149th edition issued March 1998: The association prepares publication of a Japanese-language edition titled “This is Chuo University” primarily for distribution to newcomers. The edition apparently did not come out as no copies were available either at Gakuyukai or the school’s library March 1999: The association submits annual report for 1998 academic year by deadline April 20, 2000: The association fails to produce annual report for 1999 academic year by deadline July 2000: Gakuyukai’s General Affairs Department, based on provisions of its rules, identifies the association as “dormant”

October 19, 2000: Gakuyukai reports the decision to its Central Committee March 31, 2001: Deadline for filing a petition of objection runs outApril 1, 2001: Gakuyukai declares the association an “entity to be disbanded” May 31, 2001: Gakuyukai reports the declaration to its Central Committee September 27, 2001: The mandatory 180-day period in which the association can file a petition of abjection terminates (no petition filed) October 23, 2001: Gakuyukai officially reports the association’s disbandment to its Central Committee.

The demise of the English Newspaper Association, the publisher of Hakumon Herald, automatically means discontinuation of the newspaper. However, the Hakumon Herald DVD Production Committee dared to take the position that its publication has been suspended indefinitely. That is because if the association can be revived, the newspaper may theoretically be published again. Members of the committee do hope that the possibility will come true some day.

「中央大学英字新聞学会」廃部までの経過

白門ヘラルドは中央大学初の学生英字新聞として1956年11月、英語学会 (ESS)有志により創刊された。新聞のその後の発展に伴い、1963年4月、E SSから独立する形で「中央大学英字新聞学会」が設立され、同会が新聞発行を引 き継いだ。1977年11月に149号を発行後、部活動が停滞し、新聞の発行が 中断した。学生の課外活動を統括・助成する「学友会」は、同部からの「年次活動 報告書」提出が途切れたため、所定の手続きに従い2001年9月、同部を「廃止 対象部会」とした。

白門ヘラルドの全バックナンバーを収録するDVDを発刊するにあたり、英字新 聞学会の旧メンバー、山本修一、高橋哲郎、柏崎幸三、星野貴が20010年4月、 学友会を訪れ、廃部に至る経過を調べた。その結果、以下の手続きを経て廃部とな ったことが判明した。

発行母体である英字新聞学会の廃部は白門ヘラルドの「廃刊」を意味する。しか し、DVD制作実行委員会はあえて新聞発行が「中断」しているとの立場をとるこ とにした。理論的には新聞学会が再興されれば、新聞が再び発行される可能性が残 っていると考えたからである。実行委員会のメンバーは、その日がいつか来ること を切望している。
